I think the fallacy of this question is that cultivating a culture of peace and human rights depends on feelings. It doesn’t. It simply takes discipline and expectations. We expect that people are going to stop when when they approach stop signs and traffic lights, whether they feel like doing so or not. Most human responses to conflict are nonviolent. Family members have conflicts with each others and are rarely violent with each other, the same is true in most areas of our lives. People look at the Bosnian war and the Rwandan genocide and they learn that Serbs, Croats and Muslims, Hutus and Tutsis had lived side by side and even intermarried and wonder what happened.

What happens is that that societies experience stress. In the case of Rwanda and the former Yugoslav Republics it was economic collapse. in other cases, the stressor might be colonialism, but it actually takes very few people to start building on people’s insecurities and anxieties, when they are hungry and their future is uncertain to make them either turn on someone outside their ethnic/religious/racial group, or more commonly, to stand aside and let smaller numbers of violent thugs attack the “other”.
