Not pay taxes to the government. Doesn't matter what board or flag you run, you pay all the taxes and follow all the rules just like any other land owner. In short, you are not considered a sovereign. The moment you try to declare sovereignty, bad things happen.
Enforce your "laws" or rules on other people. Again this right comes from being recognized as a sovereign state. However, you could have some laws. For instance, you could state that people coming to your land should wear red colored clothing or wear the cross. You could ban smoking and alcohol. However, when the people violate it, the worst you can do is get them out of your "country" and not harm them in any other way.
That said, you could try to simulate your own treaty of westphalia with your other crazy friends. Let's assume a few crazy folks across the world create such "countries", recognize each other in the maps, trade with each other in their own currencies, follow some common rules, you could be on the cusp of a new world order - until of course the existing world order shuts it down in a not so nice way.
