Occasionally he was stopped by the bag’s owner, in which case he would pretend to be surprised, then apologize profusely as he handed it over and headed back to the carousel as if to find his “real” bag. But most of the time he he made it out and was well on his way to the crackhouse before the owner realized the bag was missing. Although they had him on video, they didn’t know who he was and he was able to get away with it a number of times. But he went to the well once too often and was finally caught. One mildly humorous development in the case was just how many people claimed to have large amounts of cash and/or expensive jewelry in their checked luggage. They all chickened out when I requested a restitution hearing since they would have been required to testify under oath as to their losses. Judges don’t take kindly to perjury, even if you are a crime victim. It’s shocking how few US airports have any kind of security at baggage claim. So whenever I have a checked bag, upon landing I don’t mess around. I head straight to the Baggage Claim carousel and keep an eye on the entryway door as the bags come out to make sure no one takes mine, “accidentally” or not. Years ago my wife came up with the idea to tie a large colored ribbon to the bag handles, making our luggage easier to spot in an otherwise sea of big black bags with wheels.
I fly to Belize almost every year. Luggage security isn’t an issue when I first arrive since I have to go through customs. But bag security is very much addressed when I fly around the country from one part of Belize to another. There are two competing puddle jumper airlines there, Maya and Tropic. Both are dead bang serious about luggage security. The planes are so small that all bags have to be checked at the ticket counter, even the carry-ons. You are issued claim tickets when you hand them over, and upon arrival they check those tickets against your bags before returning them to you.
