I know it's hard not to take it personally, but many times it really isn't personal. She may have a boyfriend, or a crush on another guy, you may have caught her on a bad day when everyone annoys her, she may for one reason or another (that may have absolutely nothing to do with you) not believe your interest is sincere, she may be struggling in school or with work and not want to be distracted by a relationship, she may have just broken up with someone and isn't ready for another relationship - there are many reasons guys get rejected, and many of them have absolutely nothing to do with the guy himself.
Now is when you learn how to handle rejection graciously. Now is when you learn how to maintain your confidence and not allow rejection to prevent you from trying. Now is when you learn how to flirt and build chemistry with someone so she is more likely to say yes when you ask her out (and if she's not interested, you can feel that out without having to go out on a limb). The more you practice, the better you will get at it, so long as you don't allow yourself to become bitter.
